Vice President
Leah Bortolotti is a Vice President with Loyalist Public Affairs. She helps clients bring clarity, discipline, and practical strategies to complex public affairs challenges – particularly where government decisions, stakeholder expectations, policy risks, and public perceptions intersect.
Leah has advised senior public-sector leaders, elected officials, and executive teams at both the provincial and municipal levels. Prior to joining Loyalist, Leah served as Head of Corporate Affairs at a large municipality. She also held senior roles in the Government of Ontario, including as Chief of Staff to the Minister of the Environment, Conservation and Parks and in a senior position with the President of the Treasury Board.
Her experience is grounded in the complex intersection of policy, politics, and implementation – spanning environmental regulation, housing-enabling policy, infrastructure capacity, business conditions, community expectations, and political risk.
Leah holds a Master’s in Communication Studies with a specialization in Public Relations and an Honours Bachelor degree in Communication Studies with a minor in English. She is a Chartered Director (C.Dir.) from The Directors College at McMaster University and is based in Toronto.
